As with most things, the answer varies depending on the situation.

Pennsylvania residents begin their consideration for age-based social services by the Pennsylvania Department of Aging at age 60. Alternately, Pennsylvania residents have to wait until the age between 65 and 67 for full benefits under Social Security, depending on their birth year. Sound confusing? A variety of services consider age 65 when a resident becomes a senior citizen. Medicare, which pays for most home health agencies, begins for most Pennsylvania residents at age 65. Medicare can begin earlier at age 62 under special circumstances, like if the resident has been on Social Security Disability Insurance (SSDI) for two years.
